The educational politics, the school system as well as the education have failed as a system. The failure in the relation to the pupil appears to be a most serious one, and that on the behalf of its inability to ensure the pupils need to develop physically, mentally and morally so as to become a competent adult. The system did not integrate its tasks with the individuals’ needs, and therefore those needs were not made starting-point not even of the last school-reform in the year 1976. Numerous empirical and research data collected from the very beginning of that reform give an important evidence of that failure in achieving a healthy pupils’ development, and that in the consequence of the qualities of the system. The healthy development of an individual should become the driving power of the transformation of the whole system instead of being an object of deformation. It will be important to follow the transformation of the school system by the means of the criteria of a healthy pupils’ development. So far the negative criteria involved in the so called “Interaction Model of the Pupils’ Load Risk at School” are to our disposal. It is the intention of the author to present a suggestion of introducing the solicitude of satisfying the needs of personal development of the pupil into the school system as one of its integral components in a loose follow-up to this article.
