Action research facilitates professional development. Making it easier for teachers to learn from their own experience and to improve their practice by action research is an important means to teacher empowerment and autonomy. The main focus is on the managing of the processes of change and quality and school improvement which are based on new ways of promoting professional development of teachers and head-tea cliers through action research. The idea that teachers and head-teachers themselves take charge of school improvement and their professional development through adoption of action research is essential.
