{"id":31,"date":"2020-10-22T16:29:44","date_gmt":"2020-10-22T14:29:44","guid":{"rendered":"http:\/\/pages.pedf.cuni.cz\/nedostatekucitelu\/?page_id=31"},"modified":"2026-02-05T10:30:22","modified_gmt":"2026-02-05T09:30:22","slug":"projekt","status":"publish","type":"page","link":"https:\/\/pages.pedf.cuni.cz\/nedostatekucitelu\/","title":{"rendered":"Projekt"},"content":{"rendered":"\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#c72b38\"><strong>Nedostatek u\u010ditel\u016f \u2013 jak jej identifikovat, \u0159e\u0161it a p\u0159edch\u00e1zet mu?<\/strong><\/h3>\n\n\n\n<p>Projekt <em>Nedostatek u\u010ditel\u016f \u2013 jak jej identifikovat, \u0159e\u0161it a p\u0159edch\u00e1zet mu?<\/em> je t\u0159\u00edlet\u00fd v\u00fdzkumn\u00fd projekt realizovan\u00fd <strong>Pedagogickou fakultou Univerzity Karlovy<\/strong> (v obdob\u00ed z\u00e1\u0159\u00ed 2023 a\u017e \u0159\u00edjen 2026) za podpory <strong>Technologick\u00e9 agentury \u010cR<\/strong>. Jeho hlavn\u00edm c\u00edlem je vytvo\u0159it n\u00e1stroje, kter\u00e9 umo\u017en\u00ed p\u0159esn\u011bji sledovat v\u00fdvoj nab\u00eddky a popt\u00e1vky po u\u010ditel\u00edch v \u010cesk\u00e9 republice a navrhnout \u00fa\u010dinn\u00e9 zp\u016fsoby, jak \u0159e\u0161it a p\u0159edch\u00e1zet nedostatku u\u010ditel\u016f.<\/p>\n\n\n\n<p>U\u010ditelsk\u00e1 profese se celosv\u011btov\u011b nach\u00e1z\u00ed v krizi. Mnoho st\u00e1t\u016f se pot\u00fdk\u00e1 s nedostatkem kvalifikovan\u00fdch u\u010ditel\u016f, a tak je ohro\u017eena kvalita a rovnost vzd\u011bl\u00e1v\u00e1n\u00ed. UNESCO upozor\u0148uje, \u017ee do roku 2030 bude nutn\u00e9 zajistit des\u00edtky milion\u016f nov\u00fdch u\u010ditel\u016f, aby vzd\u011bl\u00e1vac\u00ed syst\u00e9my dok\u00e1zaly plnit sv\u00e9 z\u00e1kladn\u00ed funkce. Tato situace se t\u00fdk\u00e1 i \u010cesk\u00e9 republiky: u\u010ditelsk\u00e1 populace st\u00e1rne, zejm\u00e9na&nbsp;v n\u011bkter\u00fdch aprobac\u00edch je siln\u00fd nedostatek pedagog\u016f a region\u00e1ln\u00ed rozd\u00edly v dostupnosti kvalifikovan\u00fdch pedagog\u016f se prohlubuj\u00ed. OECD z\u00e1rove\u0148 zd\u016fraz\u0148uje, \u017ee bez systematick\u00e9ho monitoringu nab\u00eddky a popt\u00e1vky po u\u010ditel\u00edch nelze udr\u017eet stabilitu vzd\u011bl\u00e1vac\u00edho syst\u00e9mu. K prohlubov\u00e1n\u00ed probl\u00e9mu p\u0159isp\u00edv\u00e1 skute\u010dnost, \u017ee o profesi m\u00e1 z\u00e1jem st\u00e1le m\u00e9n\u011b mlad\u00fdch lid\u00ed, p\u0159i\u010dem\u017e \u010d\u00e1st absolvent\u016f u\u010ditelstv\u00ed do \u0161kolstv\u00ed v\u016fbec nevstupuje a mnoho u\u010ditel\u016f odch\u00e1z\u00ed z povol\u00e1n\u00ed ji\u017e po n\u011bkolika letech. \u0160koly nedostatek u\u010ditel\u016f \u0159e\u0161\u00ed n\u00e1borem nekvalifikovan\u00fdch pracovn\u00edk\u016f, co\u017e sni\u017euje kvalitu v\u00fduky, nejv\u00edce v lokalit\u00e1ch, kde \u017e\u00e1ci pot\u0159ebuj\u00ed kvalitn\u00ed podporu nejv\u00edce.<\/p>\n\n\n\n<p>Projekt ch\u00e1pe nedostatek u\u010ditel\u016f jako nerovnov\u00e1hu mezi nab\u00eddkou u\u010ditel\u016f a popt\u00e1vkou po u\u010ditel\u00edch. Tato nerovnov\u00e1ha se neprojevuje pouze neobsazen\u00fdmi pracovn\u00edmi pozicemi, ale p\u0159edev\u0161\u00edm situac\u00ed, kdy nen\u00ed dostatek kvalifikovan\u00fdch u\u010ditel\u016f ochotn\u00fdch p\u016fsobit ve \u0161kol\u00e1ch za aktu\u00e1ln\u00edch podm\u00ednek. Takto pojat\u00e1 definice umo\u017e\u0148uje p\u0159esn\u011bji identifikovat p\u0159\u00ed\u010diny probl\u00e9mu, od fluktuace a st\u00e1rnut\u00ed u\u010ditelsk\u00e9ho sboru p\u0159es demografick\u00fd v\u00fdvoj a\u017e po motivaci k profesi nebo region\u00e1ln\u00ed rozd\u00edly v dostupnosti u\u010ditel\u016f. Sou\u010dasn\u011b plat\u00ed, \u017ee neexistuje jednotn\u00fd zp\u016fsob, jak nedostatek u\u010ditel\u016f exaktn\u011b m\u011b\u0159it. Ukazatele jako kvalifikovanost v\u00fduky, obsazenost voln\u00fdch pozic nebo po\u010det z\u00e1jemc\u016f o pracovn\u00ed m\u00edsto \u010dasto poskytuj\u00ed rozd\u00edln\u00fd obraz skute\u010dnosti, co\u017e znesnad\u0148uje formulaci efektivn\u00edch opat\u0159en\u00ed a podpory pro vzd\u011bl\u00e1vac\u00ed politiku. Proto projekt vyu\u017e\u00edv\u00e1 interdisciplin\u00e1rn\u00ed p\u0159\u00edstup a propojuje ekonomick\u00e9 modely, demografick\u00e9 progn\u00f3zy, sociologick\u00e1 \u0161et\u0159en\u00ed a pedagogick\u00e9 anal\u00fdzy. Vych\u00e1z\u00ed z\u00e1rove\u0148 i ze zahrani\u010dn\u00edch zku\u0161enost\u00ed, aby na z\u00e1klad\u011b \u0161irok\u00e9ho a p\u0159esn\u00e9ho porozum\u011bn\u00ed mohl navrhnout \u00fa\u010dinn\u00e1 \u0159e\u0161en\u00ed v \u010desk\u00e9m kontextu.<\/p>\n\n\n\n<p>Hlavn\u00edm c\u00edlem projektu je vytvo\u0159it empiricky podlo\u017een\u00e9 n\u00e1stroje umo\u017e\u0148uj\u00edc\u00ed l\u00e9pe porozum\u011bt nedostatku u\u010ditel\u016f v \u010desk\u00e9m prost\u0159ed\u00ed a \u00fa\u010dinn\u011b mu p\u0159edch\u00e1zet. Projekt usiluje o p\u0159esnou diagnostiku p\u0159\u00ed\u010din sou\u010dasn\u00e9ho stavu, o anal\u00fdzu v\u00fdvoje a predikci nab\u00eddky u\u010ditel\u016f a popt\u00e1vky po u\u010ditel\u00edch do roku 2035, a rovn\u011b\u017e o identifikaci efektivn\u00edch politik a p\u0159\u00edstup\u016f, kter\u00e9 mohou zajistit stabiln\u00ed a udr\u017eitelnou nab\u00eddku kvalifikovan\u00fdch pedagog\u016f. Sou\u010d\u00e1st\u00ed projektu je tak\u00e9 posouzen\u00ed r\u016fzn\u00fdch vstupn\u00edch cest do u\u010ditelsk\u00e9 profese. Projekt se z\u00e1rove\u0148 zam\u011b\u0159uje na t\u00e9ma \u201ep\u0159idan\u00e9 hodnoty\u201c u\u010ditele, kdy m\u011b\u0159\u00ed, jak se charakteristiky jednotliv\u00fdch u\u010ditel\u016f a jejich vzd\u011bl\u00e1vac\u00ed cesta projevuje na v\u00fdsledc\u00edch \u017e\u00e1k\u016f v testov\u00e1n\u00ed.<\/p>\n\n\n\n<p><strong>C\u00edle projektu jsou napl\u0148ov\u00e1ny prost\u0159ednictv\u00edm t\u0159\u00ed kl\u00ed\u010dov\u00fdch v\u00fdzkumn\u00fdch aktivit:<\/strong> <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Posouzen\u00ed d\u016fvod\u016f, kter\u00e9 zp\u016fsobuj\u00ed nerovnov\u00e1hu mezi nab\u00eddkou a popt\u00e1vkou po u\u010ditel\u00edch, dynamika jejich zm\u011bn a n\u00e1stroje k jejich \u0159e\u0161en\u00ed <\/li>\n\n\n\n<li>Anal\u00fdza dosavadn\u00edho v\u00fdvoje nab\u00eddky a popt\u00e1vky po pracovn\u00ed s\u00edle u\u010ditel\u016f a predikce budouc\u00ed pot\u0159eby a nab\u00eddky u\u010ditel\u016f do roku 2035<\/li>\n\n\n\n<li>Anal\u00fdza rizik a v\u00fdhod r\u016fzn\u00fdch cest k u\u010ditelsk\u00e9 profesi a m\u011b\u0159en\u00ed \u201ep\u0159idan\u00e9 hodnoty\u201c u\u010ditele na z\u00e1klad\u011b v\u00fdsledk\u016f jeho \u017e\u00e1k\u016f a charakteristik u\u010ditele<\/li>\n<\/ol>\n\n\n\n<p>Z v\u00fdstup\u016f vznikaj\u00ed podklady, kter\u00e9 jsou prom\u00edtnuty do strategick\u00fdch a koncep\u010dn\u00edch dokument\u016f org\u00e1n\u016f st\u00e1tn\u00ed spr\u00e1vy, p\u0159edev\u0161\u00edm Ministerstva \u0161kolstv\u00ed, ml\u00e1de\u017ee a t\u011blov\u00fdchovy. V\u00fdzkum tak nesm\u011b\u0159uje pouze k v\u011bdeck\u00e9mu pozn\u00e1n\u00ed, ale p\u0159edev\u0161\u00edm k praktick\u00fdm opat\u0159en\u00edm, je\u017e pomohou zajistit stabiln\u00ed a kvalitn\u00ed u\u010ditelskou profesi v cel\u00e9 \u010cesk\u00e9 republice.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"160\" height=\"108\" src=\"https:\/\/pages.pedf.cuni.cz\/nedostatekucitelu\/files\/2026\/01\/eof-2.png\" alt=\"\" class=\"wp-image-969\" \/><\/figure>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Nedostatek u\u010ditel\u016f \u2013 jak jej identifikovat, \u0159e\u0161it a p\u0159edch\u00e1zet mu?
