The educational reform as a political decision is being discussed in the article. Three paradigmata of educational reform are brought under consideration — the society without school, alternative school, and the permanently innovated school. Paedagogical, demograpfic, economic, social, organizational and political conditions of educational reform are referred to. it is stated, that educational lobby has never had such a priority in the political system that could make possible the realization of the variant of the reform, which is optimal from the pedagogical rationale. Therefore the success of changes in the educational system depends on creating an influential educationalist lobby. Such lobbyist strategy of the educational reform, resulting from an analysis of series of decision-taking in the political system, must be included in the project of changes in the educational system.
