At the end of the 1980s, changes in the management of the school system in England and Wales were introduced, which were based on the decreasing role of the school authorities within the system and which introduced the "national curriculum" and brought more powers to individual schools. Introducing more autonomy to schools in decision making in the area of economy, management and partly in education lead to the reorganisation of inspection, the task of the inspection being the so-called "outside evaluation" of the system; research on the effcctivity and on the quality of schools done by team inspection.
