P\u0159edchoz\u00ed mezin\u00e1rodn\u00ed v\u00fdzkumy dosud v\u011bnovaly m\u00e1lo pozornosti rodi\u010d\u016fm,\nkte\u0159\u00ed jsou pova\u017eov\u00e1ni za hlavn\u00edho akt\u00e9ra, kter\u00fd o (ne)vyu\u017eit\u00ed soukrom\u00e9ho dou\u010dov\u00e1n\u00ed rozhoduje.\nP\u0159esto nen\u00ed p\u0159\u00edli\u0161 prob\u00e1d\u00e1no, jak a podle \u010deho se rodi\u010de p\u0159i rozhodov\u00e1n\u00ed o soukrom\u00e9m\ndou\u010dov\u00e1n\u00ed rozhoduj\u00ed. V\u00fdzkum se proto zam\u011b\u0159\u00ed na vypln\u011bn\u00ed t\u00e9to mezery zkoum\u00e1n\u00edm popt\u00e1vky\nrodi\u010d\u016f po soukrom\u00e9m dou\u010dov\u00e1n\u00ed pro jejich d\u011bti. Ve kvalitativn\u00edm empirick\u00e9m v\u00fdzkumu bude\nvyu\u017eit design zakotven\u00e9 teorie ke zkoum\u00e1n\u00ed rozhodovac\u00edho procesu rodi\u010d\u016f \u017e\u00e1k\u016f sekund\u00e1rn\u00edch\n\u0161kol o (ne)vyu\u017eit\u00ed r\u016fzn\u00fdch druh\u016f \u010di typ\u016f soukrom\u00e9ho dou\u010dov\u00e1n\u00ed, vlivu kontextu a intervenuj\u00edc\u00edch\nfaktor\u016f na toto rozhodov\u00e1n\u00ed a d\u016fsledk\u016f, kter\u00e9 toto rozhodov\u00e1n\u00ed p\u0159in\u00e1\u0161\u00ed. Projekt se s vyu\u017eit\u00edm p\u0159\u00edkladu \u010ceska zam\u011b\u0159\u00ed na v\u00fdzkum kvazi-tr\u017en\u00edho prost\u0159ed\u00ed z\u00e1kladn\u00edch \u0161kol v \u201eoby\u010dejn\u00fdch venkovsk\u00fdch oblastech. Budou identifikov\u00e1ny kategorie \u017e\u00e1dan\u00fdch \u0161kol \u2013 jak s ohledem na charakteristiky jejich eduka\u010dn\u00edho prost\u0159ed\u00ed, tak na typologii obc\u00ed, v nich\u017e se nach\u00e1zej\u00ed \u2013 a v r\u00e1mci diskurzu volby \u0161koly budou vysv\u011btleny p\u0159\u00ed\u010diny jejich \u017e\u00e1danosti. Na \u00farovni cel\u00e9ho \u010ceska budou na z\u00e1klad\u011b administrativn\u00edch a statistick\u00fdch dat identifikov\u00e1ny \u017e\u00e1dan\u00e9 \u0161koly a hled\u00e1ny potenci\u00e1ln\u00ed vazby mezi kvantitativn\u00edmi prom\u011bnn\u00fdmi \u0161kol a jejich obc\u00ed. Projekt pokr\u00fdv\u00e1 metodologii anal\u00fdzy znalostn\u00edch test\u016f, od tradi\u010dn\u00edch p\u0159\u00edstup\u016f a\u017e ke slo\u017eit\u011bj\u0161\u00edm latentn\u00edm model\u016fm.\u00a0Jedn\u00edm z hlavn\u00edch t\u00e9mat v\u00fdzkumu je anal\u00fdza rozd\u00edl\u016f mezi skupinami (dan\u00fdmi nap\u0159. pohlav\u00edm, krajem, typem studovan\u00e9 \u0161koly, etnickou p\u0159\u00edslu\u0161nost\u00ed, rodn\u00fdm jazykem aj.) v odpov\u011bd\u00edch na polo\u017eky znalostn\u00edch test\u016f a v dal\u0161\u00edm hodnocen\u00ed ve vzd\u011bl\u00e1v\u00e1n\u00ed.V r\u00e1mci projektu jsou vyv\u00edjeny nov\u00e9 psychometrick\u00e9 metody, jejich\u017e vlastnosti jsou\u00a0ov\u011b\u0159ov\u00e1ny simula\u010dn\u00edmi studiemi. Nov\u00e9 i ji\u017e existuj\u00edc\u00ed metody jsou zp\u0159\u00edstup\u0148ov\u00e1ny \u0161ir\u0161\u00ed odborn\u00e9 ve\u0159ejnosti pomoc\u00ed voln\u011b \u0161i\u0159iteln\u00e9ho softwaru. Hlavn\u00edm c\u00edlem projektu je vztah mezi v\u00fdsledky \u017e\u00e1k\u016f a nav\u0161t\u011bvovan\u00fdm vzd\u011bl\u00e1vac\u00edm proudem vysv\u011btlit \u0161koln\u00edm kontextem, operacionalizovan\u00fdm prost\u0159ednictv\u00edm akademick\u00e9ho optimismu, a pocitem akademick\u00e9 marnosti. T\u00fdm experiment\u00e1ln\u00edch ekonom\u016f a ekonom\u016f trhu pr\u00e1ce, sociolog\u016f a expert\u016f na vzd\u011bl\u00e1v\u00e1n\u00ed navrhne a realizuje v\u00fdb\u011brov\u00e1 \u0161et\u0159en\u00ed a dal\u0161\u00ed sb\u011br experiment\u00e1ln\u00edch dat, kter\u00e9 poskytnou dosud nedostupn\u00e9 informace o jedinc\u00edch, rodin\u00e1ch a \u0161kol\u00e1ch ve vztahu k formov\u00e1n\u00ed dovednost\u00ed, postoj\u016f a preferenc\u00ed. In Europe, the dominant arrangement for educational accountability is school inspections. Annually an average amount of 68.559.103 euros is spend on inspecting schools in every country in this project. Inspectorates of Education assess the quality of education and hold schools accountable for a broad range of goals related to student achievement, teaching, organization and leadership in schools.\nGrowing evidence indicates that school inspections can be a key feature of school improvement. More recent studies however also point to unintended consequences such as excessive bureaucracy and teaching to the test. Good measures and methods of school inspections are therefore crucial in promoting quality within schools.\nIn this proposal we aim to study how different types of school inspections in Europe promote high educational and student achievement in schools, answering the following research question:\nWhat aspects of school inspections (standards and threshold, sanctions and rewards and, frequency of visits) contribute to effects (improvement of educational quality and student achievement) and unintended consequences (strategic behavior) in schools?\nDifferent types of European school Inspectorates are included in our quasi-experimental comparative study, ranging from school Inspectorates using a low stakes professional development inspection approach, to test-based early warning inspections to control schools.
