The text aims to clarify the situation in the introduction of the framework educational programmes (framework curricula) First the author assesses the current situation in the Czech educational system, where the framework educational programme for basic education is complete and ready for introduction, and at the same time work is underway on the framework educational programme for gymnasiums (academic secondary schools). Specialists in the field of vocational education are working hard on developing the theory of framework educational programmes. In the second part of the text the author describes the situation abroad in countries where framework educational programmes are already in operation (Scotland, Norway and Finland). Comparison of the situation in the countries of the European Union shows that the most difficult problem is the definition of the competences that pupils are supposed to acquire through school education, and also the problem of the objective measurement of the level of acquisition of these competences.
