The level of care for disabled young people as well as for disabled adult persons is regarded nowadays as one of the basic indices of the material and cultural level of society. But this care is not as yet satisfactory in all the countries of the world. Therefore the United Nations General Assembly proclaimed the year 1981 the International Year of Disabled People. The need for this care is derived from the fact that disabled young people account for 6 to 12 per cent of the total population. The development tendency passes from social diseases to disability caused by accident and degeneration.
Society’s care for disabled people used to have a rather class-biased character. The need for disabled people’s education was advocated centuries ago by J. A. Comenius in Panpedia. Socialist society devotes constant attention to, and spends large sums of money on therapeutic, educational and social care for disabled youth and adult citizens. The aim of this rehabilitation care is the socialization or rather resocializadon of disabled persons. Further tendencies in world development point to prevention and eugenics. This may influence the system and the content of this care in future.
