(EN) Present-day State of the Administration of Educational Work at Elementary Nine-Year Schools with an All-day Educational System

The content of this article is an analysis and appraisal of the present-day state of the administration of educational work at the Elementary Nine-Year School with an all-day educational system (henceforward ENYS with ADES) as one of the starting points for increasing the efficiency of the administrative process with the aim of contributing as much as possible to developing educational work at this type of school in accordance with the requirements of the Party’s educational policy, and to the realisation of the tasks laid down by the project of further development of the Czechoslovak education system. A systemic approach to the process of administration at ENYS with ADES has made it possible to analyse, on the one hand, individual administrative activities, on the other hand, the dialectical relations between these activities and the fulfilling of the main tasks of ENYS with ADES, especially in putting into practice the document on further development of the Czechoslovak educational system. An analysis conceived in this way, (i. e. essentially system analysis) has, on the one hand, shown differences in the functions of individual administrative activities carried out at ENYS with ADES compared with the administration of the other types of schools. On the other hand, there has appeared a possibility of using the innovatory elements in running ENYS with ADES for the administration of schools in general. An analysis of the newly structured administration centre at ENYS with ADES with the introduction of the new office of deputy headmaster for education outside the classroom has shown how significant it is for pupils’ education outside the classroom to strengthen the administration in this area. Demonstrably favourable results have appeared in the functional application of connection between classroom instruction and education outside the classroom, in an effective application of the principle of bringing school close to life, in strengthening work education and the polytechnic aspect in educational work, especially in the area of pupils’ education outside the classroom, in the preparation of the pupils for classroom work, in strengthening interest education and the like. All this has also been favourably reflected in the educational results of these schools. The analysis has further shown that all the possibilities in the administration have not yet been made full use of. The work of methodological groups is still far from fulfilling the function of collective pedagogical bodies in providing effective aid to teachers and supervisors at school canteens, after-school centres and school clubs in their educational work under the conditions of all-day education, especially in linking up classroom instruction with the education of pupils outside the classroom. Nor is the leading role of form masters at all ENYS with ADES on such a level as the significance of their work requires. The conclusions drawn from the analysis and the evaluation of administration at ENYS wit ADES show the necessity of questions concerning the raising of efficiency of the administrative process with a view to the comprehensive conception of the educational work of these schools being elaborated theoretically and by means of experiments in close association with the practice. In doing so special attention must be paid in the process of administration to the realisation of the new conception of the Czechoslovak educational system in connection with education outside the classroom to a more effective administration of work education, to polytechnic education, to increasing the efficiency of directing the co-operation between ENYS with ADES and factories, co-operatives and social organisations, to tackling the problems of increasing the efficiency of administration at all the important sectors of educational work, especially that of form masters, after-school centres and school clubs, methodological groups, preparation of pupils for classroom work, co-operation with the youth organisation (Young Pioneers Organisation of the Socialist Union of Youth) and the like. From the point of view of increasing the efficiency of the administration of educational work at ENYS with ADES it is necessary experimentally to try out the new conception of the structure of models of these schools’ administration, and at the same time it is necessary to solve questions of an administratively economic character so that they should stop acting as a brake on the ideological-political and pedagogical-professional leadership. In accordance with the theoretical elaboration of the questions concerning the administration of ENYS with ADES and the results of experimental research in this area it is also necessary for effective assistance to the practice in increasing the efficiency of administration at ENYS with ADES to be permanently provided.
