(EN) Using Conclusions of the 15th Congress of the Communist Party of Czechoslovakia for School Management

Since the 14th Congress of the Communist Party of Czechoslovakia (CPCz) constant attention has been paid to questions of management. Also in the report on the activities at the 15th Congress of the CPCz questions of the management of our society were the subject of appraisal and continual improvement of its quality. A number of suggestions and critical comments mentioned here apply to the field of education, too. Management can only be developed on scientific foundations together with the application of the executive’s dynamism, flexibility and ability to respond to the changing conditions operatively. Management is, to a great extent, based on the processing of information, which optimal decision making depends on. As regards management of the schools great significance is attached to information obtained from the field of the control of educational work. For the efficiency of management to be increased it is necessary to distribute executive functions correctly, to delegate powers and to formulate precisely the extent of, and the relationship between the rights and responsibilities proceeding from the Leninist principle of individual responsibility. The Leninist style of management, emphasised by Mr Husak at the 15th Congress, together with the creation of a stimulating ideological and political climate among the teaching staff, significantly influence the level of management. School integration developed as a system of communist education makes it necessary for the head of the school to adopt a system approach aimed at creating a structure of internal links between subsystems such as classroom instruction and systems of pupils’ education out of school. From this point of view the school of the future will have to be understood, more than hitherto, as a certain system of relationships between educationists and the other workers and pupils, between the team of teachers and teams of pupils in classes within the framework of one school team, as a system of relationships between educational factors, especially parents, where the leading role is played by the school. According to Vasilyeva J. P. the system approach comprises organisational, creative, theoretical, experimental and pragmatic elements. The application of the system approach in the management of educational work and the application of the Leninist style of work will make high demands on the head of the school in his function as a Socialist executive.
