The author appreciates the progress of the White Book on Education and the efforts to leave the present wording to public discussion. However, he warns against too much satisfaction, pointing out that the strategic document will get its definite importance for the Czech education only when the formulations are materialized. To achieve this, a consistent attention to the management of essential factors of the change process is needed. Not only vision and real needs are important, but also some specific aims and strategies, the committment of the involved, the co-operation among change implementors, the structuring of work procedures, and an appropriate management of resources. A comprehensive managerial task, this will have to be mastered at all levels of the educational system.
