(EN) The Style of Elementary School Administration to Be Improved in Accordance with the Communist Party of Czechoslovakia's 16th Congress Resolutions

The article is devoted to the problem of the style of elementary school administration under the present conditions when the Czechoslovak educational system is being developed intensively. On the basis of an extensive research carried out by means of a questionnaire filled in anonymously by 12.8. per cent of elementary school heads in the Slovak Socialist Republic, the autor analyses and appraises the level of the style of administering school education.
Ideological, political and pedagogical control within schools is analysed comprehensively from the viewpoint of society's ever-increasing demands on schools’ standards and from the viewpoint of the level of organization of work and creative approach by school heads to their own work and their staffs work. The author emphasises that the only thing that can resist the impact of red tape, routine and rigidity is the attribute of creativeness as the dominating element of pedagogical administration and control. Special attention is paid to the problems of democratic approach, exacting high standards, and responsibility as significant traits of the Leninist style of leadership.
The level of the macro-control of schools is evaluated from the viewpoint of the subjects of micro-control in close connection with the functioning of schools. Mention is made of basic shortcomings which weaken and reduce its controlling effectiveness.
The article provides not only valuable information on the problems involved in running elementa^ schools, but also a number of practical recommendations. It is a contribution to further development of the theory of scientific control of education in compliance with the ideas put forward by the 16th Congress of the Communist Party of Czechoslovakia.
