This article contains a lecture delivered at the 2nd symposium on out-of-school education held in Bratislava in November, 1975. By means of concrete facts concerning the development of educational practice and educational theory in the early 1970’s the author shows how the socialist variant of general pedagogical consequences of the current scientific and technological revolution differs from the capitalist variant. He describes in detail how the consequences of the economic crisis make themselves felt in school and out-of-school education trends in the capitalist countries, particularly in the U. S. A. In most quantitative and qualitative indices — after a relatively favourable development in the late fifties and early sixties — elements of stagnation and decline began to appear in the late sixties and have developed especially rapidly in the seventies. Crisis phenomena in the field of school and educational practice are reflected in the field of educational theory as well: pedagogical theories and conceptions with predominantly optimistic undertones (there being talk about a revolution in education) are replaced by theories marked by scepticism, pessimism, return to progressivism, talk about revolution is often replaced today by talk about stagnation and crisis in education, with greater emphasis being laid on the negative than on the positive consequences of scientific and technological revolution for man. At the same time the author demonstrates how the socialist social system creates more favourable conditions for realizing the consequences of the scientific and technological revolution, which makes itself felt in the continuously favourable trends In the development of education in socialist countries, and especially in the U. S. S. R. Therefore the development of the socialist pedagogical science and education enjoys an ever increasing interest, and the socialist countries have taken over the initiative in world-wide educational activity. The author proposes that the next symposium on out-of-school education should deal with the topical and key problems of an all-round development and education of human personality.
