One of the basic conditions for raising the standard of educational work is to improve substantially the quality of direction and control at schools and by the district and regional educational authorities. Therefore greater demands are placed on the general inspection of schools as well as on internal control in each school. In the general system of inspection and control listening-in to lessons plays an especially important part. The aim of a general inspection is to find out not only the standard of educational work, but also that of the management. Therefore joint inspections carried out by the school inspector together with the headmaster and his assistants are an organic and unavoidable part of every general inspection. At the present time inspections must concentrate on a deeper analysis of the educational process from the point of view of theoretical conclusions regarding the substance, laws, tasks, principles, methods and means of organising this process realising the aims and the content of the communist education of the youth. Observations made on lessons are only a starting point for their deep analysis and appraisal in relation to the results achieved. The purposefulness of management in this field, too, consists in getting to know the origin, the progress, and the ‘consequences of various phenomena in the teaching process in their dialectical unity. Such knowledge can be acquired only by consistent theoretical studies and their practical application in concrete conditions of controlling and directing the educational process.
